Staffing Formula

A per capita formula allocates Flying Start staffing to each school based on the number of Prep to Grade 2 students. The formula can be expressed as follows:

   Allocation  =

     Where E  =

 total full-time equivalent enrolments (Prep to Grade 2)

                 M  =

 a multiplier to distribute the available teachers

For 2006 the value of the per capita multiplier used to calculate the initial allocations to schools, using predicted enrolments, is 0.007353. Not all of the available quota is distributed by formula. The balance after the formula allocations have been made is used to “top up” schools receiving an allocation of less than 0.4 FTE.
