Major SRP Elements

The School Resource Package (SRP) consists of elements which reflect the responsibilities that have been devolved to schools. 

Each element represents a discrete funding pool from which schools are allocated funds as determined by the relevant allocative mechanism.

Element Purpose

General Support Grant (GSG)

The General Support Grant element is the major component of the SRP. While other elements of the SRP relate to specific school responsibilities, such as Maintenance or Special Education, the GSG represents an aggregation of funding that is not tagged with specific responsibilities but instead is used at the discretion of the school. Historically, it is a funding pool which comprises previously discrete, centrally managed funding items, including professional development, materials, camp allowances, medical supplies, etc. These discrete elements are no longer identifiable within this global funding pool.

Maintenance & Minor Works

For maintenance and minor works for school buildings and equipment for items costing less than $20,000. The new allocation formula has six structural elements:

A "Routing Maintenance" element, which is based on the school's share of the total enrolment in all schools and on the school’s share of the total floor area of all schools.

A "Remedial Maintenance" element, which is based on the school's share of the total value of all the Asset Maintenance Program System plans for schools (AMPS).

A "Locational" element for those schools that are deemed to be likely to experience a maintenance cost disadvantage, based on the school’s location.

A "Property Protection" element, which is based on the continuation of the existing Property Protection Scheme.

A "Small School Top Up" which is designed to provide a viable maintenance allocation for a few small special schools; and

A "Residence" allocation that maintains existing levels of support for school residences.

In addition to these six structural elements the allocations for 2006 have been determined in a manner that protects individual schools from experiencing a significant funding reduction by applying a safety net with the provision of transitional funding.  It is also important to note that with effect from the 2006 the annual allocation available for maintenance for schools has been increased by $350,000.

Energy and Water

Recognises schools’ responsibility to manage Hydro and other energy usage, as well as any municipal water charges.

State Sickness Relief

Allocates funds in recognition of schools’ responsibility to fund relief teachers.

Student Assistance Scheme

Provides funding on the basis of the number of students approved under the Student Assistance Scheme (STAS).

Discretionary Levy Compensation

Provides funding on the basis of the number of students approved under the Student Assistance Scheme (STAS).

Literacy

Commonwealth funding provided through the SRP to assist schools in implementing strategies aimed at improving literacy outcomes in schools with a high proportion of socio-economically disadvantaged students.

Country Areas Program

Commonwealth funding provided through the SRP to assist schools in improving the educational participation and the social and cultural development of young people disadvantaged by restricted access to social, cultural and educational activities and services due to their geographic isolation.

Kindergarten Aides

Recognises the additional teacher aide cost associated with Kindergarten classes.

Bass Strait Travel

Provides additional funding to assist Bass Strait island schools with the cost of excursions to the Tasmanian mainland.

Contract Cleaning

Provides allocations to those Senior Secondary Colleges that have cleaning contracts with private sector operators.

Special Education

Provides funds to school clusters to support the educational needs of students with a disability within that cluster.  Funds are allocated separately to special schools. Allocations are determined on the basis of agreed funding formulas and are approved by the Senior Executive Group, School Education Division. Includes funding for Students on the Register of Students with Severe Disabilities and other students with disabilities.  Identified funding also supports the provision of transport, minor works and ICT, for students with disabilities.

Other

Allocations are based on a specific school circumstance: for example, a country school which has a water reticulation system requiring direct support.
